Strange Video from China – Two Wounded Women Being Loaded Into a Bus

I don’t understand any part of this video. Two stiff, seemingly wounded women are being picked off the road and loaded into a bus. There doesn’t look to be any pedestrian access to the road and in the distance, a smoke is rising like something major has happened there. I don’t get it. Strange video indeed. Does anybody have any idea what this could be all about?

This video is from the aftermath of bus arson that happened on June 7, 2013 in the city of Xiamen, China. 47 people died in the attack, 34 were wounded.
